Scammers just never fail to run out of ideas. I know a few people who fell for this one. You will be sent a SMS message that informs you that you have unpaid fines. And so you worry and click on the link.. and you will then be brought to a fraudulent website that looks like a site where you can pay the fines.. and if you do pay, you have to say goodbye to your money.. If ever you are asked to pay money online for whatever reason, always be vigilant.
